Additional funding is in the not-to-exceed amount of $5,000 for a not to exceed amount of $20,500.00 for the IGA term beginning September 1, 2017 through May 31, 2020. This program is funded by the HPHC Integrated IGA through ADHS. Funding was approved on 8/1/2018 as C-86-15-112-3-08. Tobacco Use is the number one preventable cause of death and disease in Arizona. In 1993, there were over 70,000 middle and high school youth using tobacco. Cigarette smoking during pregnancy accounts for 20 – 30% of low birth weight babies, up to 14% of pre-term deliveries, and about 10% of all infant deaths. In 1995, as a result of the Tobacco Tax Initiative, the Arizona Legislatures authorized the Arizona Department of Health Services (ADHS) to develop and fund tobacco prevention and cessation programs. The Maricopa County Department of Public Health (MCDPH) is funded by ADHS to identify effective strategies and implement school-based tobacco use prevention services for Maricopa County as part of the MCDPH comprehensive tobacco control program. This funding covers the final 3 quarters of the budget period for programs within the Preventive Health and Health Services Block Grant. The Healthy People, Healthy Communities grant award is in its first 5 year term, ending June 30, 2020, and is anticipated to be reoccurring. There is no cash or in-kind match required. Healthy People are interventions at the individual level, targeting individual behavior and promoting healthy choices. MCDPH’s indirect rate for FY2018-19 is 18.9%. The PHHS Block Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect costs reimbursement. $22,295.00 indirect is recoverable, while $19,843.00 is not recoverable and will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-15-112-3-09)
