62. GRANT AGREEMENT WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR SERVICE COORDINATION OF FIND HELP PHOENIX PROGRAM Approve Grant Agreement (GRA-MULTI-16-0787-01) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF), Service Coordination and Maricopa County by and through its Department of Public Health (MCDPH) to provide grant funding to support the Find Help Phoenix (FHP) program. FHP social worker personnel will implement and maintain the FindHelpPhx.org (EncuentraAyudaPhx.org) web-site to empower residents and families with children 0-5 years of age, in Maricopa County to find the free health and social service resources from medical and legal to youth services and volunteering. Also, the service area will be East Maricopa, Northwest Maricopa, Southwest Maricopa, Southeast Maricopa, Phoenix South and Phoenix North regions. The grant fund not-to-exceed amount is $100,000 for contract period, July 1, 2015 through June 30, 2016, to be renewed up to two (2) additional twelve (12) month extensions (including lesser parts thereof). This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2015-2016 is 15.8%. The full indirect costs are estimated at $14,364 of which $9,091 is recoverable and $5,273 is unrecoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-16-004-3-00)
