55. COMPETITION IMPRACTICABLE PROPOSAL AND AGREEMENT WITH THE CHALLENGER GROUP INC. FOR SOFTWARE AND SERVICES Approve a retroactive Competition Impracticable (CI) Proposal and Agreement for software and services between The Challenger Group Inc. d.b.a. ChallengerSoft and Maricopa County by and through its Department of Public Health (MCDPH), Office of Family Health, South Phoenix Health Start (SPHS) for The ChallengerSoft Case Management System (“CS-HealthyStart”). The “CS-HealthyStart” system will support the MCDPH Healthy Start Program. The total CI Proposal and Agreement amount is $109,000.00 for a two year period, effective as of November 1, 2015. Pursuant to MCI-351, the Office of Procurement Services (OPS) previously approved, the initial software purchase for $97,000.00, however an additional charge of $12,000.00 for software customization, will increase the total CI amount over $100,000.00, which requires Board approval. The retroactive is due to the processing time with the contractor. The software and services will be paid for with a grant from DHHS, HRSA Grant H49MC00174-15-00, Healthy Start Initiative (HIS): Eliminating Disparities in Perinatal Health, 11/1/2015 – 10/31/2016.
