PURCHASE ORDER FOR IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR STD LABORATORY TESTING Approve a PO to the fixed price Intergovernmental Agreement Contract ADHS16-116340 between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH) for STD laboratory testing. The PO is in the amount of $3,099.60 as reimbursement for current expense. Per the narrative on line 1, approval requested for the annual not-to-exceed amount of $12,400 for the budget period January 1, 2020 through December 31, 2020. The contract term is January 1, 2016 through December 31, 2020. The Department of Public Health indirect rate for FY19 is 19.2%. Indirect costs are estimated at $1,997 all of which is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. The lab testing grant award is reoccurring and non-competitive and has been awarded to the Department for a number of years. There is no cash or in-kind match required and indirect cost is fully recoverable. Should this grant be discontinued, ongoing cash contributions may be required as this is a mandated function. At this time, there are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-16-071-3-07)
