51. PURCHASE ORDER TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR EMERGENCY PREPAREDNESS PROGRAM FOR EMERGENCY COVID 19 Approve a retro-active Purchase Order (PO) to Intergovernmental Agreement (IGA) Agreement No. ADHS17-133194, Emergency Preparedness Program (EPP) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Preparedness and Response (OPR). This PO provides emergency funding to combat the COVID 19 pandemic. Board approval authorizes Chairman signing of all award documents to be received including the contract amendment associated with these funds. The PO is in the amount of $2,257,890 for the budget period March 5, 2020 through March 15, 2021 and can be used to cover pre-award costs dating back to January 1, 2020. The IGA term began July 1, 2016 and ends June 30, 2021. The COVID 19 award is emergency funding and it is unknown at this time whether it will be a one time or reoccurring funding. Match is not required nor are ongoing cash contributions. This is not a mandated function though it does provide a benefit to the citizens by strengthening the readiness of the community to prepare for, respond to, and recover from this public health emergency. The funding was not-competitive. Maricopa County Department of Public Health’s Indirect Rate for FY2019-20 is 19.2%. Full indirect is allowable for this grant and estimated at $363,687. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-16-112-3-07)

APPROPRIATION ADJUSTMENT FOR EMER G ENCY PREPAREDNESS PROGRAM Pursuant to A.R.S. §42-17106(B), approve appropriation adjustments resulting in a net increase to revenue and expenditures of $1,693,417 in FY 2021 to Public Health (D860) Public Health Grants Fund (532) Operating (OPER) budget. The appropriation adjustment is related to the Intergovernmental Agreement (IGA) Agreement No. ADHS17-133194, Emergency P reparedness Program (EPP) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Preparedness and Response (OPR) for the COVID-19 response. The total PO amount to IGA No. ADHS17-133194 is for $2,257,890 and was approved as C-86-16-112-3-07 on 5/6/2020. FY 2020 spending was $564,473 resulting in an appropriation adjustment of $1,693,417 for FY 2021. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR EMERGENCY PREPAREDNESS PROGRAM Approve a retro-active fixed-price Amendment 9 to Intergovernmental Agreement (IGA) Agreement No. ADHS17-133194, Emergency Preparedness Program (EPP) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Preparedness and Response (OPR). Additional funding for CY21 is provided for City Readiness Initiative Jurisdictional Requirements. Pursuant to Terms and Conditions, Provision 6. Contract Changes, Section 6.1 Amendments, Purchase Orders and Changes Orders, 1.1 The Scope of Work is revised to add the Scope of Work of this Amendment 9; 1.2 The Contract Price Sheet is revised to include the Price sheet of this Amendment 9; The retro-active status is due to recent receipt of the amendment. The Price Sheet is in the amount of $1,027,485 for the budget period from July 1, 2020 through June 30, 2021. The IGA term is from July 1, 2016 through June 30, 2021. Maricopa County Department of Public Health’s Indirect Rate for FY20-21 is 18.8%. The indirect costs are estimated at $165,501 which is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. This award is reoccurring and has been awarded to the department in previous years. Indirect cost is fully recoverable and ongoing cash contributions are not required. The grant award is not a mandated function but provides a benefit to the citizens by strengthening the readiness of the community, to prepare for, respond to, and recover from a public health emergency and/or disaster. The grant award is non-competitive. 10% in-kind or soft match is required. Maricopa County accomplishes this using general fund employees, professional and outside service contracts, epidemiological data software and warehouse space. Any costs not covered by the grant would be absorbed by the department’s indirect cost pool. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. EXTENSION TO PUBLIC HEALTH CRISIS RESPONSE (CRISIS COOPERATIVE AGREEMENT- COVID 19) IGA WITH ARIZONA DEPARTMENT OF HEA LTH SERVICES FOR EMERGENCY PREPAREDNESS PROGRAM No-cost extension to Intergovernmental Agreement (IGA) Contract No. ADHS17-133194, action No. 11, between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Pu blic Health (MCDPH), Office of Preparedness and Response (OPR). This program continues to provide funding to combat the COVID-19 pandemic with City Readiness initiatives. The purpose of this action is to approve a second 12-month No Cost Extension. The ter m and project period end dates have been extended from March 15, 2022 to March 15, 2023. The cumulative not-to-exceed amount is $2,510,698 as of this amendment. The COVID 19 award is emergency funding and it is unknown at this time whether it will be a o ne time or reoccurring funding. Match is not required nor are ongoing cash contributions. This is not a mandated function though it does provide a benefit to the citizens by strengthening the readiness of the community to prepare for, respond to, and recov er from this public health emergency.
