50. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR INTERVIEW & INVESTIGATION OF INFECTIOUS DISEASES Approve Amendment 5 to the fixed-price Intergovernmental Agreement (IGA) Contract No. (ADHS16-130023), Interview & Investigation of Infectious Diseases (IIID) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology (OE). 1. Pursuant to Term & Conditions, Provision Six: 1.1 Scope of Services, Provision Five (5) Deliverables, Section 5.1 Deliverable One (1) Disease Investigations and Surveillance, Sub-Section 5.1.4. Conduct surveillance of valley fever, including monitoring and assessing trends and performing analyses, as identified in Amendment Three (3), is hereby removed. 1.2 The Agreement Price Sheet is revised and replaced with the Price Sheet of this Amendment Five (5). The Amendment 5 Price Sheet for the budget period May 1, 2020 through April 30, 2021. Funding for this period is carryover from previous budget years and is in the amount of $195,747.47. This is the final year of the 5-year term ending April 30, 2021. This grant award is reoccurring and has been awarded to the department in previous years. There is no cash or in-kind match required nor should ongoing cash contributions be necessary. The grant award is not a mandated function but provides a benefit to the citizens through the investigation of infectious disease cases and the performance of surveillance activities which will provide insight into best practices in data collection and analysis. The grant award was not competitive. The Department of Public Health’s Indirect Rate for FY20-21 is 18.8%. These are carryover funds and applicable indirect costs were calculated at original approval. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-16-115-3-05)
