48. IGA WITH THE STATE OF ARIZONA DEPARTMENT OF TRANSPORTATION FOR SAFE ROUTES TO SCHOOL PROGRAM Accept and approve an Intergovernmental Agreement (IGA) (JPA 14-0006062-1) and Attachment A, (Arizona Department of Transportation Progress Payment Report) between the State of Arizona by and through its Department of Transportation (ADOT) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Community Health Innovations (OCHI) to provide funding for the Safe Routes to School Program (SRTS) project. OCHI will expand and implement the Maricopa County (MC) Walk N’ Roller Program to support safe walking and biking to and from school, and marketing the program to additional schools. The budget for this agreement is in the not-to-exceed amount of $49,996.00. Using Exhibit A, any reimbursements shall be submitted and will be processed at the prorated percentage of 94.3% for a total amount $47,146.23 and a local in-kind match of 5.7% for a total of $2,849.77. This Agreement shall become effective upon signing and dating of the Determination Letter by the State’s Attorney General and shall remain in effect for twenty-four (24) months. The Department of Public Health’s indirect rate for FY15 is 15.1%. The grant allows for full indirect; therefore indirect costs are estimated at $6,185.13 and are fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADOT and will not affect the County’s general fund. (C-86-17-010-3-00)
