31. PURCHASE ORDERS TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) FOR ARIZONA BIRTH DEFECTS MONITORING PROGRAM Approve two purchase orders (POs) and written verification of CY20 funding for the cost reimbursement Intergovernmental Agreement (IGA) between ADHS and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology to provide additional funding for the ‘Arizona Birth Defects Monitoring Program’ (AZBDMP). MCDPH will continue to coordinate, collect, and provide data regarding birth defects. The budget period is from January 1, 2020 through December 31, 2020 and is in the amount of $269,250.00. The cumulative amount is $1,452,750 for the 3 year budget term of January 1, 2017 through December 31, 2020. The IGA contract term is January 1, 2017 through December 31, 2021. All other provisions of this agreement shall remain in their entirety. This grant award is in year 3 of a 4 year term and it is uncertain whether it will reoccur. There is no cash or in-kind match required nor should ongoing cash contributions be necessary. This is not a mandated function but provides a benefit to the citizens through the continued surveillance and registration of newborns with birth defects. This grant provides for the collection of cancer data as well. The opportunity was not competitive. The Department of Public Health’s indirect rate for FY20 is 19.2%. Full indirect costs are estimated at $43,369, all of which is recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Contract does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-17-040-3-02)
