42. AMENDMENT TO IGA WITH DEER VALLEY UNIFIED SCHOOL DISTRICT FOR SCHOOL-BASED TOBACCO USE PREVENTION AND EDUCATION SERVICE Approve a retro-active Amendment to the Intergovernmental Agreement (IGA) between Deer Valley Unified School District and Maricopa County by and through its Department of Public Health (MCDPH) for the addition of Hillcrest Middle School in the School-based Tobacco Use Prevention and Education Services; School Health Index (SHI) and School Health Implementation Plan (SHIP). • Additional funding is in the amount of $2000.00 for a total, not-to-exceed amount of $8,500.00 for the budget period beginning September 1, 2017 through August 31, 2018. The IGA term is September 1, 2017 through May 31, 2020. • Replace Attachment A with the Revised Attachment A. Tobacco Use is the number one preventable cause of death and disease in Arizona. In 1993, there were over 70,000 middle and high school youth using tobacco. Cigarette smoking during pregnancy accounts for 20 – 30% of low birth weight babies, up to 14% of pre-term deliveries, and about 10% of all infant deaths. In 1995, as a result of the Tobacco Tax Initiative, the Arizona Legislatures authorized the Arizona Department of Health Services (ADHS) to develop and fund tobacco prevention and cessation programs. The Maricopa County Department of Public Health (MCDPH) is funded by ADHS to identify effective strategies and implement school-based tobacco use prevention services for Maricopa County as part of the MCDPH comprehensive tobacco control program. 61. AMENDMENT TO IGA WITH DEER VALLEY UNIFIED SCHOOL DISTRICT FOR SCHOOL-BASED TOBACCO USE PREVENTION AND EDUCATION SERVICE Approve Amendment 2 to the Intergovernmental Agreement (IGA) between Deer Valley Unified School District and Maricopa County by and through its Department of Public Health (MCDPH) for continued participation in the School-based Tobacco Use Prevention and Education Services; School Health Index (SHI) and School Health Implementation Plan (SHIP). The above named IGA is hereby amended as specified below: A. Additional funding in the amount of $7,500.00 for the budget period beginning September 1, 2018 and ending May 31, 2020, for a total, not-to-exceed amount of $16,000.00 for the IGA term of September 1, 2017 through May 31, 2020. B. Replace Attachment A with the Revised Attachment A. All other terms and conditions of the original contract and its amendments shall remain in full force and effect. This program is funded by the HPHC Integrated IGA through ADHS. It is non-competitive and is expected to reoccur. MCDPH has been receiving this grant since 2015. There is no cash or in-kind match required nor is there any future, on-going contributions needed. Program services supported by the grant are not mandated but benefit citizens through efforts to develop ‘Healthy Communities’ with interventions at the community or society level, targeting policy, systems, and environmental approaches that shape the communities in which we live, and with the development of ‘Healthy People’ through interventions at the individual level, targeting individual behavior and promoting the making of healthy choices. MCDPH’s indirect rate for FY2018-19 is 18.9%. The indirect costs are estimated at $560,180 ($326,886 for Tobacco, $88,012 for HAPI-CD, $47,528 for HAWP, $7,432 for PHHS, $36,534 for TPP and $53,788 for MCH), all of which is recoverable. The PHHS Block Grant portion deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect costs reimbursement. $7,432 indirect is recoverable, while $6,614 is not recoverable and will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. (C-86-18-014-3-02)
