63. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR IMMUNIZATION SERVICES Approve Amendment No. 4 to the Intergovernmental Agreement (IGA) Contract No. ADHS18-177694, Immunization Services, between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Community Wellness and Health Promotion to provide for continued immunization services. 1. Pursuant to Uniform Terms and Conditions, Provision (6) Contract Changes, (6.1) Amendments, Purchase Orders, and Change Orders, it is mutually agreed that the IGA referenced is amended as follows: 1.1 Scope of Work, Page Nineteen (19), Provision 4.12, VPD Outbreak and Pandemic Preparedness added items 4.12.3 and 4.12.4 that are hereby revised in this Amendment Four (4) to read: 4.12.3 Improve vaccine cold storage capacity to include purchase of storage units (refrigerator, freezer [NOT ultra-cold freezer]), generators, portable refrigeration units. These efforts are intended to help keep vaccines viable during the COVID-19 pandemic. 4.12.4 Increase capacity for data entry and reminder recall activities, to include but not limited to additional staffing, or purchase of hardware and software equipment to accomplish this task. These efforts are intended to help track immunization data during the COVID-19 pandemic. All other terms of this agreement remain unchanged. This Amendment is in the additional amount of $125,000 for the budget period July 1, 2020 through June 30, 2021, bringing the total not to exceed amount from $5,519,555 to $5,644,555 for the cumulative period from July 1, 2018 through June 30, 2021. The term of this IGA is extended through June 30, 2024. The Department of Public Health’s indirect rate for FY20-21 is 18.8%. Indirect is estimated at $19,781, all of which is recoverable. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation This grant award is reoccurring and has been awarded to the department since 1993. The grant does not require an in-kind match; indirect cost is fully recoverable; and ongoing cash contributions are not required. The grant award is a mandated function and provides a benefit to the citizens by ensuring that immunization coverage levels in the County’s child, adolescent, and adult populations improve for both public and private health care recipients. The grant award is not competitive. There are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-18-018-3-09)

89. RFP CONTRACTS FOR MASS IMMUNIZATION SERVICES AND ADMINISTRATION Authorize the Chairman of the Board of Supervisors to execute, in a form approved by the County Attorney’s Office, two retro-active contracts developed under a re-solicitation of a Public Health Request for Proposal, PH RFP 200234. This re-solicitation for ‘Mass Immunization Services and Administration’ is related to the COVID-19 response. The two chosen Contractors, Premier Lab Solutions, LLC and Revive Community Health, are qualified to provide services by the Public Health Department Evaluation Committee. The Contracts are to be for a term of one (1) year and 10 months, beginning on November 3, 2021 and ending August 18, 2023. The County may, at its option and with the agreement of the Contractor, renew and term of this Contract for additional terms up to a maximum of two (2) additional years. This is to coincide with the existing Contractors that are already providing these services under the previous solicitations. The Department of Public Health is requesting these original contracts to be signed by the Chairman of the Board of Supervisors and authorize any subsequent amendments to be signed by the Maricopa County Office of Procurement Service’s Chief Procurement Officer or authorized representative. These agreements will be funded by the ADHS Immunization Services Grant, ADHS18-177694, most recently approved as C-86-18-018-3-13 on August 18, 2021. Should this funding source cease, and alternate funding not be available, Section 4.0 of the Contract, Availability of Funds will apply, allowing for a change or termination of the contract. 21. AMENDMENT TO IGA WITH CITY OF PHOENIX FOR MASS IMMUNIZATION SERVICES AND ADMINISTRATION Approve an amendment to the IGA between Maricopa County, through its Department of Public Health (MCDPH) and City of Phoenix to continue the provision and administration of COVID-19 and seasonal flu vaccine (as well as other types of vaccines, as needed) to those 6 months of age and older. Currently this contract is set to expire March 31, 2022. This amendment shall extend the expiration date one year to March 31, 2023. The total approved funding amount for City of Phoenix will remain unchanged. This agreement is funded through the Arizona Department of Health Services Immunization Equity funding (ADHS18-177694) effective through the term ending June 30, 2024, approved as C-86-18-018-3-13 on 8/18/2021. Should these funds cease, and alternate funding not be available, IGA Section 10 allows for termination of the contract. (C-86-21-082-X-03)
