117. CONTRACT WITH INSTITUTE FOR HEALTHCARE IMPROVEMENT - 100 MILLION HEALTHIER LIVES SCALE 2.0 Approve a Contract between the Institute for Healthcare Improvement (IHI) and Maricopa County by and through its Department of Public Health on behalf of Health Improvement Partnership of Maricopa County (HIPMC) for SCALE 2.0, Phase 1.0, Regions of Solutions. The funding in this Agreement is intended to connect and support communities in their journey toward becoming a Community of Solutions and designed to assist communities in an effort to achieve unprecedented results in improving the health and well-being of people, populations, and the community-at-large. The budget is in the not-to-exceed amount of $14,000 for the budget and contract period of July 1, 2017 through December 31, 2017. Maricopa County Department of Public Health’s indirect rate for FY 2017-18 is 16.6%. The grant allows 12% indirect costs, estimated at $1,500. Unrecoverable indirect costs are estimated at $575. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from the Robert Wood Johnson Foundation and will not affect the County’s general fund. (C-86-18-030-3-00)
