103. AMENDMENT TO INTERGOVERNMENTAL AGREEMENT WITH CITY OF PHOENIX FOR THE LEAD BASED PAINT HAZARD REDUCTION PROGRAM Approve an amendment to Intergovernmental Agreement (IGA) between City of Phoenix (COP), Lead Based Paint Hazard Reduction and Maricopa County by and through its Department of Public Health (MCDPH), Office of Family Health Services to provide continued funding for the Lead Based Paint Hazard Reduction (Lead Hazard) program. The Lead Hazard program provides education, blood testing of children and case management. In accordance to Part C, Section 2, Budget and/or Consideration, the budget period is January 1, 2021 through December 31, 2021, for a budget amount not-to-exceed $95,820 and a cumulative amount of $339,664 for the contract term beginning January 1, 2018. In addition, there is an In-Kind budget in the amount of $29,346. This is the final year of the contract. This is an on-going award and has been received for several years. The grant requires an in-kind match but does not require an ongoing cash contribution. This is not a mandated function but provides a benefit to the citizens through the testing, education and case management of families in the City of Phoenix’s Lead Grant program. The grant award renewal amendment was not competitive. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the IGA. MCDPH indirect rate for FY2021 is 18.8%. The full indirect costs are estimated at $16,377 of which $8,711 is recoverable and $7,666 is unrecoverable. Costs not covered by the grant will be subsidized by the Public Health indirect cost pool. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by City of Phoenix. (C-86-18-041-3-01)
