81. PURCHASE ORDER FOR IGA FOR THE TUBERCULOSIS CONTROL PROGRAM WITH ARIZONA DEPARTMENT OF HEALTH SERVICES Approve a retro-active Purchase Order (PO) 398560 for Intergovernmental Agreement (IGA) ADHS18-188102 between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH). The PO is in the not-to-exceed amount of $81,102.75, one-quarter of funding. Approval is requested for the full budget period amount of $324,411 (per line 1). The budget period is January 1, 2022 through December 31, 2022 (Year 5). The 5-year IGA term is January 1, 2018 through December 31, 2022. The TB grant award is reoccurring and has been awarded to MCDPH in previous years. It does not require an in-kind match and indirect costs are fully recoverable. TB control and testing are mandated services. Should the grant cease, ongoing contributions may be required. This grant award was not competitive. The Department of Public Health’s indirect rate for FY22 is 17.97%. Indirect costs are estimated at $49,417, all of which is recoverable. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funds for this Agreement are provided by ADHS and do not affect the County’s general fund. (C-86-18-049-3-05)
