50. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR DENTAL SEALANT PROGRAM Approve Amendment 1 of the fixed-price Intergovernmental Agreement (IGA) No. ADHS18-175153 between Arizona Department of Health Services (ADHS) and Maricopa County through its Department of Public Health (MCDPH), Office of Oral Health (OOH) to provide services for the Dental Sealant (DS) Program. The expanded scope now includes the use of Silver Diamine Fluoride (SDF) The price sheet has been revised to include SDF ($50 per child) and Program Outreach ($18 per hour) with a total not-to-exceed amount of $20,000. The budget period begins January 1, 2022 and goes through September 30, 2022. The addition of Exhibit A - 2 CFR 200.332 ensures the subaward is clearly identified to the subrecipient. The duration for this IGA remains unchanged from the original January 1, 2018 through December 31, 2022 term. The Oral Health Dental Sealant Services grant award is reoccurring and has been awarded to MCDPH in previous years. This grant does not require an in-kind match, indirect cost is fully recoverable, and ongoing contributions are not required. The grant award is competitive. The grant award is not a mandated function but provides a benefit to the citizens by providing the dental sealant services necessary to promote oral health and provide authorized preventive dental services to at-risk children in Maricopa County. MCDPH’s indirect rate for FY22 is 17.97%. Indirect costs are estimated at $3,047 all of which is recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and future indirect costs will be collected at the corresponding rate. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This IGA does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funds for this grant are provided by ADHS and do not increase the County’s general fund. (C-86-18-060-3-14)

This PO replaces PO0000333695 and is effective through December 31, 2022, for the total not-to-exceed amount of $145,404.
