48. TITLE VI ASSURANCES AGREEMENT WITH THE STATE OF ARIZONA DEPARTMENT OF TRANSPORTATION FOR SAFE ROUTES TO SCHOOL PROGRAM Approve the Arizona Department of Transportation (ADOT) Title VI Non-Discrimination Assurances to ensure compliance as part of the FFY21-22 “Safe Routes to School-Non Infrastructure Project,” (SRTS) Self Administration Application approval process through ADOT. The approval process is preparing MCDPH to receive funds and implement the SRTS program for the next FFY21-22 project. The ADOT pre-application approvals take 9-12 months to process. The Title VI assurances is a standard U.S D.O.T form and therefore not all appendices will apply to the SRTS program due to it being a “Non-Infrastructure project,” for the progression of the application it is required to be signed and additionally renewed every (2) two years. MCDPH is requesting that this document also cover all future approvals in order to expedite the process through the MCDPH Executive Director. The Title VI Assurances will later become a part of the contract, upon contract approval by Maricopa County Board of Supervisors. The Arizona Department of Transportation (ADOT), Federal Highway Administration requires that any entity receiving federal financial assistance must comply with Title VI of the Civil Rights Act. In order to demonstrate evidence of the agency’s compliance with Title VI and to ensure eligibility to receive federal financial assistance for transportation projects. The non-infrastructure Safe Routes to School Program (SRTS) was created by the U.S. Congress as part of a federal transportation bill called SAFETEA-LU. An Intergovernmental Agreement (IGA) #17-0006713-I between ADOT and MCDPH for the Safe Routes to School (SRTS) Support Program was approved by the base agreement C-86-18-061-3-00. (C-86-18-061-3-01)
