62. GRANT AGREEMENT WITH ARIZONA EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR SERVICE COORDINATION OF FIND HELP PHOENIX PROGRAM Approve Grant Agreement (GRA-MULTI-19-0967-01) between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF), Service Coordination and Maricopa County by and through its Department of Public Health (MCDPH) to provide continued grant funding to support the Find Help Phoenix (FHP) program. Through the implementation of the Service Coordination strategy, the First Things First Regional Councils within Maricopa County intend to provide an online information and referral resource to families with young children and to agencies that provide supports and services to those families. Services available through the online resource will address the social, health and early care and education needs of families with children 0-5. Implementation will support timely and efficient access to services provided by public and private service providers in the community. The grant fund not-to-exceed amount is $120,000 for contract period, July 1, 2018 through June 30, 2019, and may be renewed up to one (1) additional twelve (12) month extensions (including lesser parts thereof). This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. MCDPH indirect rate for FY2017-18 is 16.6%. The full indirect costs are estimated at $18,109 of which $10,909.00 is recoverable. Unrecoverable indirect costs are estimated at $7,200 and will be subsidized by the Department’s indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by First Things First and will not affect the County general fund. (C-86-18-083-3-00)

104. RENEWAL OF GRANT AGREEMENT WITH AZ EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD, FIRST THINGS FIRST FOR SERVICE COORDINATION OF FIND HELP PHOENIX PROGRAM Approve a retro-active renewal of Grant Agreement GRA-MULTI-19-0967-01-Year 2 between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF), Service Coordination and Maricopa County by and through its Department of Public Health (MCDPH) to provide continued grant funding to support the Find Help Phoenix (FHP) program. The grant fund not-to-exceed amount is $120,000 for contract period, July 1, 2019 through June 30, 2020. The retro-active nature of this item is due to timing between receipt of grant award documents and BOS meeting dates. The grant award is reoccurring and has been awarded to the department in previous years. This is a non-competitive grant and there is no cash or in-kind match required. Find Help Phoenix is not a mandated function but provides a benefit to citizens. The First Things First Regional Councils within Maricopa County will continue to work to provide an online information and referral resource to families with young children and to agencies that provide supports and services to those families. Services available through the online resource address the social, health and early care and education needs of families with children 0-5. Should the grant cease, on-going contributions would not be required. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement. $80,974 is a pass-thru amount to a subcontract and not subject to indirect cost. MCDPH indirect rate for FY2019-20 is 19.2%. The full indirect costs are estimated at $6811.81 of which $3,547.82 is recoverable and $3,263.99 is unrecoverable. Program costs not covered by the grant will be subsidized by the Department’s indirect cost pool. (C-86-18-083-3-01)
