66. CONTRACT WITH PUBLIC HEALTH FOUNDATION ENTERPRISES, INC., DBA HELUNA HEALTH IN ASSOCIATION WITH INSTITUTE FOR HEALTHCARE IMPROVEMENT Approve a retro-active contract between Public Health Foundation Enterprises, Inc., DBA Heluna Health in association with the Institute for Healthcare Improvement (IHI), and Maricopa County by and through its Department of Public Health for continued funding of the SCALE Regions of Solutions project. This agreement is retro-active due to late issuance of contract by Grantor. Funding in the amount of $36,220 for the budget period May 1, 2018 through April 30, 2019. The grant award may or may not be reoccurring. Cash or in-kind match is not required and ongoing cash contributions are not required. The grant award is not a mandated function but provides a benefit to the citizens with efforts to equip communities with skills and resources. Find more on benefits under 'Additional Information'. The grant award was competitively bid. Maricopa County Department of Public Health’s indirect rate for FY 2018-19 is 18.9%. The grant allows 12% indirect costs, estimated at $3,881. Unrecoverable indirect costs are estimated at $2,231 and will be subsidized by the Department’s indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from the Robert Wood Johnson Foundation and will not affect the County’s general fund. (C-86-19-005-3-00)
