70. IGA WITH PHOENIX ELEMENTARY SCHOOL DISTRICT FOR SCHOOL-BASED TOBACCO USE PREVENTION AND EDUCATION SERVICE Approve an Intergovernmental Agreement (IGA) between Phoenix Elementary School District and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for School-based Tobacco Use Prevention and Education Services; School Health Index (SHI) and School Health Implementation Plan (SHIP). Funding is in the not-to-exceed amount of $9,000.00 for the budget term beginning August 1, 2018 through May 31, 2021. The IGA term is August 1, 2018 through May 31, 2021. This program is funded by the HPHC Integrated IGA through ADHS. It is non-competitive and is expected to reoccur. MCDPH has been receiving this grant since 2015. There is no cash or in-kind match required nor is there any future, on-going contributions needed. Program services supported by the grant are not mandated but benefit citizens through efforts to develop ‘Healthy Communities’ with interventions at the community or society level, targeting policy, systems, and environmental approaches that shape the communities in which we live and with the development of ‘Healthy People’ through interventions at the individual level, targeting individual behavior and promoting their making healthy choices. MCDPH’s indirect rate for FY2018-19 is 18.9%. The indirect costs are estimated at $560,180 ($326,886 for Tobacco, $88,012 for HAPI-CD, $47,528 for HAWP, $7,432 for PHHS, $36,534 for TPP and $53,788 for MCH), all of which is recoverable. The PHHS Block Grant portion deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect costs reimbursement. $7,432 indirect is recoverable, while $6,614 is not recoverable and will be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. The Maricopa County Department of Public Health (MCDPH) is funded by ADHS to identify effective strategies and implement school-based tobacco use prevention services for Maricopa County as part of the MCDPH comprehensive tobacco control program.
