67. GRANT AWARD AND AGREEMENT WITH VITALYST HEALTH FOUNDATION FOR SOUTH PHOENIX HEALTHY START Approve and Accept a Programmatic Grant Award and agreement between Vitalyst Health Foundation (VHF) and Maricopa County by and through its Department of Public Health (MCDPH), South Phoenix Healthy Start (SPHS) to funding for a doula program. This funding will support SPHS to facilitate and augment an existing doula program in the Estrella Jail Systems. Funding is in the not-to-exceed amount of $50,000 for a one year budget period beginning at execution of the agreement by all parties. The VHF grant award is a one-time grant, with a possible recurring future term and is awarded to the department this year. This grant does not require an in-kind match; indirect cost is fully recoverable; and ongoing cash contributions are also not required. The grant award is not a mandated function but provides a benefit to the citizens by providing quality health care for incarcerated women in the Estrella Jail Systems that might improve attachment and parenting behaviors, and reduce recidivism. The grant award is competitive. There are no costs that will need to be absorbed by the department’s operating budget. MCDPH’s indirect rate for FY 2018-19 is 18.9%. The full indirect costs are estimated at $7,948, all of which is fully-recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-19-007-G-00)
