61. CONTRACT AWARD WITH COUNCIL OF STATE AND TERRITORIAL EPIDEMIOLOGISTS FOR THE ASSESS EMERGING SURVEILLANCE ISSUES Approve a retro-active fixed-price Contract award between the Council of State and Territorial Epidemiologists (CSTE) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology (OE) to provide funding to develop the components of an emergency protocol to include surveillance procedures for identifying cases and clusters of issues of potential public health concern. The period of performance is November 1, 2018 through June 30, 2019, for a not-to-exceed amount of $36,508.25. This grant award may re-occur and though this is a new grant, MCDPH has been awarded other grants through this funder. There is no cash or in-kind match required and indirect cost is fully recoverable. On-going contributions will not be required. This is not a mandated function but the citizens of Maricopa County benefit through the development of protocols that are hoped to improve recognition of emerging public health concerns in substance use and mental health. The grant was awarded through a competitive process. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. The Department of Public Health’s indirect rate for FY18-19 is 18.9%. Full indirect costs are estimated at $5,803.00 all of which is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Contract does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this contract will be provided by the Council of State and Territorial Epidemiologists. (C-86-19-034-3-00)
