35. ACCEPTANCE AND USE OF DONATED HIV MEDICATIONS Approve and authorize the acceptance and use by the Public Health Pharmacy of donations of 5-day and/or 7-day starter packs of medications from manufacturers for their distribution to newly diagnosed HIV patients identified in the Maricopa County Department of Public Health, Clinical Services Division, HIV Program. It is anticipated the MCDPH Clinic will distribute 21 starter packs a month with a value of approximately $505 per pack for an estimated value of $10,605 per month (a total not-to-exceed annual value of $127,260). Approval becomes effective June 1, 2019 and can be terminated or amended at any time. It is not known how long this donation will continue. Cash and/or in-kind match is not applicable nor will any ongoing cash contributions be required. This is a mandated service and was not competitively bid. MCDPH’s indirect rate for FY2019 is 19.6%. This in-kind donation does not allow for indirect, therefore, indirect expense estimated at $20,855 are not recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This donation does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this donation through a future reconciliation. (C-86-19-047-D-00)
