65. PURCHASE ORDER TO CONTRACT FROM THE ARIZONA DEPARTMENT OF HEALTH SERVICES FOR THE MATERNAL HEALTH INNOVATION GRANT Approve a Purchase Order (PO) for the Maternal Health Innovation contract (CTR048567) between the Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), South Phoenix Healthy Start program (SPHS). Funding is in a not-to-exceed amount of $450,000 for the PO dates September 30, 2020 through September 29, 2021. The IGA has a 5-year term. This is a new award and it is not known whether it will continue beyond this 5-year term. The grant does not require an in-kind match, indirect cost is fully recoverable and ongoing cash contributions are not required. This is not a mandated function but provides a benefit to the citizens by assisting MCDPH in optimizing resources to address disparities in maternal health. The grant award was not competitive. All program costs are allocated to the grant so there should be no additional burden on the department’s operating budget. The Department of Public Health indirect rate for FY20-21 is 18.8%. The indirect costs are estimated at $71,212 and are fully recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditure of the revenues is not prohibited by the budget law. This action does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation.
