56. AGREEMENT WITH GOLDWATER AIR NATIONAL GUARD BASE – 161ST AIR REFUELING WING Approve an agreement between Maricopa County, by and through the Department of Public Health (MCDPH), and Goldwater Air National Guard Base – 161st Air Refueling Wing (ARW). The agreement recognizes that in the event of a Public Health Emergency, the 161 ARW will operate their own Point of Dispensing (POD) operation and MCDPH will issue the 161 ARW the Strategic National Stockpile (SNS) items required to run the site. In the context of the COVID-19 response, the 161 ARW POD site and this agreement will be a critical piece of the vaccination program whenever that may be initiated. The 161 ARW possesses their own internal Medical Group and Logistical support to set up mass vaccination PODs on site to handle their own population. This capability significantly supports MCDPHs ability to support “Open” POD operations by decreasing the number of individuals MCDPH has to vaccinate. In addition, military personnel are typically given a higher priority along with first responders and healthcare workers. The main complication to any future POD operations is that the PPE that is typically part of the SNS, has now been depleted nationally because of the recent distribution for COVID-19. With or without the PPE, this agreement is still critical in dispensing vaccine (possible COVID-19 or Pan-Flu) or prophylaxis (Anthrax). (C-86-20-051-3-00)
