74. CONTRACT FUNDING FROM ARIZONA DEPARTMENT OF HEALTH SERVICES FOR COMMUNITY HEALTH NURSING CONSULTING SERVICES Approve funding letter dated June 23, 2020, to contract ADHS17-154596, High Risk Perinatal Program (HRPP) Community Health Nursing (CHN) Consultant Services, between the Arizona Department of Health Services (ADHS) and Maricopa County, by and through its Department of Public Health (MCDPH). The amendment adds funds in the amount of $15,000 for the period July 1, 2020 through June 30, 2021. The HRPP CHN Consultation Services RFP award is reoccurring and has been awarded to the Department since 2016. This grant does not require an in-kind match, indirect cost is fully recoverable and ongoing cash contributions are not required. The grant award is not a mandated function but provides a benefit to the citizens by providing guidance, education, and standardization to NICP Community Nursing Contractors in the implementation of community nursing services for the critically ill/premature newborns enrolled in the NICP program. The award is competitive. There are no costs that will need to be absorbed by the department’s operating budget. MCDPH indirect rate for FY20-21 is 18.8%. Full indirect costs are estimated at $2,374 all of which is recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by ADHS and will not affect the County’s general fund. (C-86-21-001-X-00 )
