81. FUNDING FOR IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV PREVENTION AND RYAN WHITE PART B SERVICES Approve the HIV Prevention and Ryan White Part B (RWPB) Price Sheet to IGA ADHS18-188819 between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH). The HIV portion of the IGA is in the not to exceed amount of $240,000 for the budget period ending December 31, 2020. The RWPB portion is in the not-to-exceed amount of $914,098 for the budget period ending March 31, 2021. The IGA term is January 1, 2018 through December 31, 2023. Should there be an amendment issued by ADHS specific to this funding, please approve County signatures without a return for further approval. This HIV Prevention grant award is reoccurring and has been awarded to the department in previous years. It is non-competitive and there is no cash or in-kind match required. The grant award is a mandated function, should it be discontinued on-going contributions may be required. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15% of salaries and employee related expenses. The Department of Public Health’s indirect rate for FY20-21 is 18.8%. Total indirect expenses are estimated to be $194,555 of which $119,230 is recoverable and $75,325 is not recoverable and will be absorbed by the departments operating budget. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-21-021-X-00)
