49. ACCEPTANCE AND USE OF GIFT CARDS FOR THE TUBERCULOSIS CONTROL INCENTIVE PROGRAM Approve the acceptance and use of gift cards provided by Arizona Department of Health Services (ADHS), to Maricopa County by and through its Department of Public Health (MCDPH), Tuberculosis Control Program. For FY21, the MCDPH TB Clinic received a donation of 600 cards at $10 each for a total value of $6,000. Gift card and voucher donations have been received by the TB program for a number of years. We expect them to continue. Match is not applicable nor will ongoing cash contributions be required should theses cardscease to be provided. TB Services are a mandated function and donations such as these incentivize the treatment program. Awareness and treatment of TB patients is a benefit to our citizens. To our knowledge, the donations to the TB program are not given in a competitive manner. Program costs associated with the donations are absorbed by the TB programs grant budget. Administration costs are absorbed the department’s operating budget. MCDPH’s indirect rate for FY21 is 18.8%. This in-kind donation does not allow for indirect, therefore, indirect expense estimated at $1,128 are not recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This donation does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this donation through a future reconciliation. Funding is provided by a donation from Walmart and ADHS and will not affect the County’s general fund. (C-86-21-051-X-00)
