63. AMENDMENT TO GOVERNMENT AGREEMENT WITH AZ EARLY CHILDHOOD DEVELOPMENT AND HEALTH BOARD (FIRST THINGS FIRST) FOR CHILD CARE HEALTH CONSULTATION SUPPORT LINE Approve Amendment 2 of the Government Agreement GRA-STATE-21-1109-01, between Arizona Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and Maricopa County by and through its Department of Public Health (MCDPH). The term of this Agreement is extended from January 1, 2022 to June 30, 2022 at no-cost. Quarterly Program Narrative and Data Submission Reporting Requirements are amended to include the following: 5th Quarter (July 23 – September 30) Due: October 20, 2021 6th Quarter (October 1 – December 31 ) Due : January 20, 2022 7th Quarter (January 1 – March 31) Due: April 20, 2022 8th Quarter (April 1 – June 30) Due: July 20, 2022 All other terms and conditions remain unchanged and according to the original award documents. This was a new grant award and it is not anticipated to continue beyond its initial term. It was non-competitive and there is no cash or in-kind match required. The project purpose is not a mandated function but is a benefit to the public by providing evidence-based Child Care Health Consultation services to childcare centers and homes in Maricopa County. When discontinued, on-going contributions will not be required. This is not CARES Act funding. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from FTF and will not affect the County’s general fund. (C-86-21-070-X-02)
