107. IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) FOR COVID-19 CASE INVESTIGATIONS & CONTACT TRACING Approve a cost reimbursement Intergovernmental Agreement (IGA) IGA2021-073, between ADHS and Maricopa County by and through its Department of Public Health (MCDPH), to provide funding for the COVID-19 Case Investigations & Contract Tracing program. MCDPH will continue to investigate cases and conduct contact tracing, respond to disease clusters in high-risk settings, provide testing for targeted areas and high-risk settings and provide guidance and recommendations to key facilities and critical infrastructure. Funding for the 14-month budget period is $8,400,117. The IGA begins December 31, 2020 and terminates February 28, 2022. The term will not exceed 5 years. This is a new grant and it is uncertain whether it will occur beyond the initial term. It was non-competitive and there is no cash or in-kind match required. The grant award is not a mandated function but provides a benefit to our citizens by continuing COVID-19 related services. Should funding be discontinued, on-going contributions should not be required. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10%. The Department of Public Health’s indirect rate for FY21 is 18.8%. Total indirect expenses are estimated to be $1,435,656 of which $763,647 is recoverable and $672,009 is not recoverable. Cost not covered by the grant will be absorbed by the departments indirect cost pool. Departmental indirect rates are reestablished at the beginning of each fiscal year and future indirect costs will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and therefore expenditure of the revenues is not prohibited by the budget law. This Contract does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-21-100-X-00)
