66. GRANT FUNDS FROM NATIONAL ASSOCIATION OF COUNTY & CITY HEALTH OFFICIALS (NACCHO) – ‘STI EXPRESS COST EVALUATION PROJECT’ Approve the acceptance of grant funds from National Association of County & City Health Officials (NACCHO) in the not-to-exceed amount of $10,000 for the project purpose of identifying the cost effectiveness of express services compared to non-express services at STI Clinics. Authorize the Board Chairman to sign all documents related to these grant funds, as applicable. The project period is February 2, 2021 through June 30, 2021. The grant is a part of a larger ‘Cost Evaluation Project’. County will report site-level data related to the administration of express and non-express services with findings to be analyzed by NACCHO and CDC. This was a non-competitive award with no cash or in-kind match required. This is not a mandated portion of STD services but provides a benefit to our citizens by working to discover efficiencies in the provision of related services. Should the grant cease, on-going contributions will not be required. The grant allows for the full indirect rate of 18.8%. Indirect cost is estimated to be $1,582 all of which is recoverable. All program costs are allocated to the grant so there will not be additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-21-123-X-00)
