46. CONTRACT AWARD FROM COUNCIL OF STATE AND TERRITORIAL EPIDEMIOLOGISTS FOR DATA SCIENCE TEAM TRAINING PROJECT Approve a retro-active fixed-price Contract award between the Council of State and Territorial Epidemiologists (CSTE) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology (OE). The purpose of the award is to provide on the job funding of data science training. Funds may be used to secure training and related materials to support data science and informatics projects in the Epidemiology Department. The period of performance is January 22, 2021 through December 31, 2021, in not-to-exceed amount of $10,000.00. This is a new grant and is not expected to reoccur. It does not require an in-kind match nor are on-going contributions necessary. The grant award is not a mandated function but provides a benefit to the citizens as it is anticipated that improved data science capacity will allow MCDPH to respond to public health needs more efficiently. The award was competitive. There are no costs that will need to be absorbed by the department’s operating budget. The Department of Public Health’s indirect rate for FY21 is 18.8%. Full indirect costs are estimated at $1,582 all of which is fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Contract does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this contract will be provided by the Council of State and Territorial Epidemiologists. (C-86-21-150-X-00)
