58. APPROPRIATION ADJUSTMENT AND EMERGENCY PROTECTIVE MEASURES FUNDING FROM FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) VIA ARIZONA DEPARTMENT OF EMERGENCY AND MILITARY AFFAIRS (DEMA) FOR COVID-19 RELATED BORDER RESPONSE Pursuant to A.R.S. §42-17106(B), approve appropriation adjustments resulting in a net increase to revenue and expenditures of $1,391,507 in FY 2021 to Public Health (D860) Public Health Grants Fund (532) Operating (OPER) budget. The appropriation adjustment is related to FEMA funding as described below. Approve a FEMA emergency protective measures grant from AZ DEMA in the anticipated not-to-exceed amount of approximately $2,783,014 for the purpose of COVID-19 related efforts to respond to migrants recently released at the U.S./Mexico Border. Authorize the Board Chairman to sign all documents related to this, as applicable. The anticipated project period is from April 1, 2021 through September 30, 2021. It is estimated that the number of contracts to be awarded under this grant will not exceed fifteen (15). This was not a competitive opportunity and it is not certain whether additional funds will be received for this purpose. When funding ceases, on-going contributions should not be required. There is no cash or in-kind match required. This service is not mandated but provides a benefit to our citizens with the provision of necessary isolation and quarantine of those who test positive for COVID-19 who do not need hospitalization but need isolation, those who have been exposed but do not need hospitalization, and asymptomatic high-risk individuals needing social distancing as a precautionary measure. If indirect is not allowed, all costs not covered by the grant will be subsidized by the Departments indirect cost pool. The CFDA number is 97.036. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation; therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-21-167-X-00)
