51. GRANT FUNDS FROM NATIONAL ASSOCIATION OF COUNTY & CITY HEALTH OFFICIALS (NACCHO) FOR THE ‘TEST OF CURE PROJECT’ Approve the acceptance of grant funds from NACCHO in the not-to-exceed amount of $84,977 for a cumulative grant total of $99,977. The purpose of the project is to assess feasibility of implementing a “test of cure” to detect treatment failures. A ‘test of cure’ is the repeat testing after completion of therapy. The project period began April 1, 2021 and ends July 31, 2022. This was a non-competitive award with no cash or in-kind match required. This is not a mandated portion of STD services but provides a benefit to our citizens by working to discover the adequacies of the CDC recommended treatment. Should the grant cease, on-going contributions will not be required. The grant allows for the full indirect rate of 17.97%. Indirect cost is estimated to be $12,944 all of which is recoverable. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-21-169-X-02)
