55. AMENDMENT FOR IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) FOR COVID-19 ELC FUNDING FOR K-12 SCHOOL REOPENING Approve Amendment 1 for the Intergovernmental Agreement (IGA) CTR057220, between ADHS and Maricopa County by and through its Department of Public Health (MCDPH), to provide continued funding for the COVID-19 ELC K-12 School Reopening grant. This amendment is a no cost extension with the new end date of the IGA extended to May 31, 2023. The purpose of this project is to reduce transmission of COVID-19 disease and related deaths in students, and faculty through four targeted functional activities, including implementation of a COVID-19 module within student information systems; COVID-19 testing and mitigation outreach; temporary staffing assistance to support testing, investigation, and disease mitigation; and establishing a grant coordination and management unit. This is the beginning of year two of the grant and it is uncertain whether it will occur beyond the initial term. It was non-competitive and there is no cash or in-kind match required. The grant award is not a mandated function but provides a benefit to our citizens by continuing COVID-19 related services. AMENDMENT FOR IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) FOR COVID-19 ELC FUNDING FOR K-12 SCHOOL REOPENING Approve amendment No. 2 for the Intergovernmental Agreement (IGA) CTR057220, between ADHS and Maricopa County by and through its Department of Public Health (MCDPH), to provide continued funding for the COVID-19, ELC K-12 School Reopening grant. This amendment classifies the Price Sheet and organizes the line item totals to account for the extension of the grant through May 31, 2023. This is a YEAR 2 of the ELC 3 Grant and it is uncertain whether it will occur beyond the initial term. The Price sheet reorganizes the budget in the following manner: Salaries and Wages- increased by $118,709 from the Base agreement, Fringe Benefits increased by $65,595 from the Base Agreement, In-State Travel to increase the number of school supported is increased by $10,226 from the Base Agreement, Supplies increased by $3,453,015 from the Base Agreement, Equipment remains the same at $28,674, and a decrease of Contractual Costs by $3,665,975 which was further restructured as Assistance to Others and Professional & Outside Services. Indirect Costs also increased by $18,430 from the Base Agreement. The Not-to-exceed amount remains unchanged at $27,422,755.00 for the budget period of May 1, 2021 through May 31, 2023. This Grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement on personnel costs only. MCDPH indirect rate for FY23 is 17.24%. The purpose of this project is to reduce transmission of COVID-19 disease and related deaths in students, and faculty through four targeted functional activities, including implementation of a COVID-19 module within student information systems; COVID-19 testing and mitigation outreach; temporary staffing assistance to support testing, investigation, and disease mitigation; and establishing a grant coordination and management unit. This amendment is a no-cost extension and shall extend the agreement from May 31, 2023, to July 31, 2023. This is a YEAR 3 of the ELC 3 Grant and it is uncertain whether it will occur beyond the initial term. All other provisions of the agreement remain unchanged. The purpose of this project is to reduce transmission of COVID-19 disease and related deaths in students, and faculty through four targeted functional activities, including implementation of a COVID-19 module within student information systems; COVID-19 testing and mitigation outreach; temporary staffing assistance to support testing, investigation, and disease mitigation; and establishing a grant coordination and management unit.
