53. CONTRACT AND NOTICE OF AWARD OF GRANT FUNDS FROM NATIONAL ASSOCIATION OF COUNTY & CITY HEALTH OFFICIALS FOR 2022 MEDICAL RESERVE CORP VOLUNTEER OPERATIONAL READINESS Approve the Letter of Award of grant funds and Contract from the National Association of County & City Health Officials (NACCHO) in the not-to-exceed amount of $10,000 for the 2022 Medical Reserve Corps (MRC) Volunteer Operation Readiness program. Authorize the Board Chairman to sign all documents related to the award as applicable. The project and budget period for this award is January 1, 2022 through September 29, 2022. This is the third award period for this project and if a new round occurs, the Program will most likely apply. It was a competitive grant opportunity. There are no cash or in-kind match requirements and on-going contributions will not be required. This is not a mandated service but provides a benefit to our citizens by improving upon the operational readiness of our MRC volunteers in order to better meet emergency management and response needs; currently COVID-19 and the increase in needed volunteers. The grant allows for the full indirect rate of 17.97%. Indirect cost is estimated to be $1,524, all of which is recoverable. All program costs are allocated to the grant so there should be no additional burden on the department’s operating budget. In accordance with A.R.S. 42-17106(B), approve the following amendments to the FY 2022 budget: Increase the revenue and expenditure authorities for Public Health (D860) Public Health Grants Fund (532) Operating (OPER) budget by $10,000. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-22-128-X-00)
