57. IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV SURVEILLANCE SERVICES Approve a new IGA (CTR059146) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for the HIV Surveillance Services formerly HIV Surveillance Capacity Expansion Program. The funding for this program is in the not-to-exceed amount of $237,807 for the budget period of January 1, 2022 through December 31, 2022. The term of this agreement is from January 1, 2022 through December 31, 2026. This is a new IGA with no requirement for in-kind match or on-going contributions. This award was not competitive. HIV Surveillance Services is not a mandated function but provides a benefit to citizens by conducting HIV Case Surveillance activities in accordance with the most recent guidelines from CDC. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement, while MCDPH indirect rate for FY22 is 17.97%. The full indirect costs are estimated at $38,849.02 of which $26,618.82 is recoverable and $17,230.20 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR HIV SURVEILLANCE Approve Amendment 1 to the Intergovernmental Agreement (IGA) Contract No. CTR059146, HIV Surveillance Program, between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH) to provide funding for the HIV Surveillance Services. The Price Sheet is in the not-to-exceed amount of $122,493.00 for the budget period May 12, 2022, through December 31, 2023. The term is January 1, 2022, to December 31, 2026. It is mutually agreed that the Intergovernmental Agreement referenced is amended as follows: 1. Pursuant to Terms and Conditions, Provision Six (6), Contract Changes, Section 6.1, Amendments, Purchase Orders and Change Orders it is mutually agreed that the Intergovernmental Agreement referenced is amended as follows under this Amendment One (1): 2. The Price Sheet has been revised and replaced; and 3. Exhibit B has been added. This grant is reoccurring and has been awarded to the department for years. It does not require no in-kind match. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the Grant Agreement, while MCDPH indirect rate for FY23 is 17.24%. The full indirect costs are estimated at $19,197.99 of which $11,135.73 is recoverable and $8,062.27 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. The PO is in the amount of $102,077.50 for the period of August 01, 2024, through May 31, 2025. The not-to-exceed amount is $122,493.00 per year. The term of the IGA is from January 01, 2022, through December 31, 2026. This grant has been awarded to MCDPH many times in the past. It is non-competitive and there is no cash or in-kind match required. HIV Surveillance Services is not a mandated function but provides a benefit to citizens by conducting HIV Case Surveillance activities in accordance with the most recent guidelines from CDC. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15% indirect cost reimbursement as delegated in the Grant Agreement, while MCDPH indirect rate for FY25 is 15.79%. The PO was issued by ADHS on July 23, 2025. The not-to-exceed amount is $122,493.00 for the period of June 1, 2025, through May 31, 2026. The term of the IGA is from January 01, 2022, through December 31, 2026. To meet the growing demand for HIV case investigations and data, MCDPH collaborates with ADHS to enhance the speed and completeness of HIV and AIDS case reporting, as well as the quality of data used to track and assess sources of infection and potential outbreaks. This grant has been awarded to MCDPH many times in the past. It is non-competitive and there is no cash or in-kind match required. HIV Surveillance Services is not a mandated function but provides a benefit to citizens by conducting HIV Case Surveillance activities in accordance with the most recent guidelines from CDC. This grant deviates from County Policy A2505 and does not allow for full indirect cost reimbursement, but a maximum of 15% indirect cost reimbursement as delegated in the Grant Agreement, while MCDPH indirect rate for FY26 is 16.69%. The full indirect costs are estimated at $17,777.46 of which $15,977.35 is recoverable and $1,800.11 is unrecoverable. Program costs not covered by the grant will be subsidized by the MCDPH indirect cost pool. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law.
