56. ACCEPTANCE AND USE OF A DONATION FROM CIRCLE K STORES, INC. Approve the acceptance and use of a donation from Circle K Stores, Inc. The donation consists of 50 gift cards in the amount of $10 each for a total value of $500. This is first-time donation from Circle K to the Ryan White Program and future donations are anticipated. Cash and/or in-kind match is not applicable, nor will ongoing cash contributions be required should they cease to be provided. Though not mandated, these gift card donations are a benefit to the Ending the HIV Epidemic initiative under Ryan White Part A. The gift cards will be given to community members who participate in community feedback sessions which identify strengths and gaps in the work to end the HIV Epidemic in Maricopa County. The donation was not given in a competitive manner. Program costs associated with the donations are absorbed by the program’s grant budget. Any additional administration costs could be absorbed by the department’s operating budget. MCDPH’s indirect rate for FY22 is 17.97%. There is no indirect on an in-kind donation, therefore indirect expense estimated at $89.85 is not recoverable. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This donation does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this donation through a future reconciliation. Funding is provided by a donation from Circle K Stores, Inc. and will not affect the County’s general fund. (C-86-22-225-X-00)
