65. APPLICATION FOR THE ARIZONA DEPARTMENT OF HEALTH SERVICES (ADHS) NURSE-FAMILY PARTNERSHIP FOR MIECHV, HOME VISITATION PROGRAM GRANT Approve an application and anticipated award in response to ADHS RFGS2022-003, for the Nurse Family Partnership (NFP) grant; Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Services, between the Arizona Department of Health Services and Maricopa County through its Department of Public Health (MCDPH). Funds available total $3,888,761.25 over the 3-year term beginning October 1, 2021 and ending September 30, 2024. Annual funding shall not exceed $1,296,253.75. The NFP MIECHV IGA award is reoccurring and has been awarded to the department for many years. This grant does not require an in-kind match, indirect cost is fully recoverable and ongoing cash contributions are not required. The IGA award is not a mandated function but provides a benefit to the citizens of Maricopa County by providing evidence-based home visiting models to communities identified to be at risk. The award is competitive. The Department of Public Health FY 2022 indirect rate is 17.97%; therefore, full indirect costs are estimated at $197,454. However, it is anticipated that an RFP will be issued for a sub-recipient: sub-recipient funds are not subject to indirect. The amount to be budgeted for the sub-recipient and the indirect that will be unrecoverable, is not yet known. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this grant will be provided by ADHS and will not affect the County general fund. (C-86-22-239-X-00)
