IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR BRACE Approve and accept a fixed-price Intergovernmental Agreement (IGA) Contract No. CTR057839 between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Epidemiology to provide funding for BRACE, a pilot project aimed at delivering public health strategies to the most vulnerable populations as a response to climate-sensitive hazards within the local jurisdiction. The budget is not to exceed $40,000 annually for five (5) consecutive years, bringing the total award amount of $200,000 for the 5-year term through August 31, 2026. The first year (Year 1) budget period is thru August 31, 2022. MCDPH’s indirect rate for FY 2021-22 is 17.97%. The full indirect costs are estimated at $6,093, of which are fully-recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. (C-86-22-251-X-00)

PURCHASE ORDER FOR IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES-BRACE Approve a retroactive Purchase Order (PO) 595272 for Intergovernmental Agreement (IGA) CTR057839 between the Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH) for the BRACE grant award. The PO’s not-to-exceed amount is $40,000.00 for the budget period September 01, 2023, through August 31, 2024. The term of the IGA is September 01, 2021, through August 31, 2026. This is year three (3) of the grant award and it is not certain if it will continue beyond the initial five (5) year term. The award was non-competitive and there is no cash or in-kind match required. This project is not a mandated function but provides a benefit to Maricopa County residents. Should the grant be discontinued, ongoing cash contributions would not be required. The Department of Health’s indirect rate for FY24 is 15.65%. Indirect costs are estimated at $5,412.88, which are fully recoverable. Departmental indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. (C-86-22-251-X-02)

The funding for the budget period of September 1, 2022, through August 31, 2023, in the not-to-exceed amount of $40,000. This is a five (5) year term and the period of performance is September 1, 2022 through August 31, 2026. The MCDPH indirect rate for FY23 is 17.24%. The indirect costs are estimated at $5,881.95 and is fully recoverable.
