36. PH RFP 230079 CONTRACT FOR PUBLIC HEALTH ENTERPRISE DATA WAREHOUSE Pursuant to MC1-329 of the Maricopa County Procurement Code, authorize the Chairman of the Board of Supervisors to execute one or more Public Health Request for Proposal (PH RFP) contracts, in a form approved by the County Attorney’s Office, to one or more successful bidders in response to PH RFP 230079, Public Health Enterprise Data Warehouse. The awarded contract intends to modernize its core data, reporting, analytics, and existing integration infrastructure across the department by implementing an Enterprise Data Warehouse (“EDW”) as a solution to modernize core foundation technology for better situational awareness and forecasting, define and address state and county level policy changes and challenges that impact public health, and establish data governance for managing ongoing operational data and systems processes. Responses were due by 2:00pm on January 17, 2023, and all responses are being reviewed by a Public Health Evaluation Committee utilizing evaluation criteria included in the RFP. The highest scoring respondents shall be invited to present their proposed plan to MCDPH who will then select the Contractor deemed to be the most advantageous to Maricopa County with a contract start date of March 13, 2023. MCDPH hopes to have the proposed solution completed and in place no later than December 2023. The total amount of initial funding available for this project is $2,000,000 and funding is being provided by COVID Fiscal Recovery Funds (ARPA), Public Health IT Platform (COVID Data), Surveillance, Modernization, and Informatic Systems. Should the funding source cease and alternate funding not be available, Section 4.0 of the draft contract, Availability of Funds, will apply allowing for a change or termination of the agreement. If additional funds become available, any award resulting from this solicitation may be amended and/or extended based on the need for additional services to complement the existing scope of work.
