90. IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR IMMIGRANT EMERGENCY CARE AND TESTING Approve a new fixed price Intergovernmental Agreement (IGA), Contract No. CTR065586, Immigrant Emergency Care and Testing (IECT) between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Preparedness Response (OPR). The purpose of this IGA is to leverage partnerships between ADHS and the other various Arizona Counties to provide emergency care, infectious disease(s) testing, expending access and quality of emergency health care for immigrants. OPR will work with ADHS to provide emergent health care for the immigrant, which provide key insight on best practices for collecting quality data to analyze and identify sources of infection and outbreaks, and to characterize the impact of disease, to target prevention strategies, and to utilize related departmental community resources. The budget period is December 1, 2022, through November 30, 2023, for a not-to-exceed amount of $1,355,000.04. The IGA Term is December 1, 2022, through November 30, 2027. This is year 1 of the 5-year IGA. There is no cash or in-kind match required nor should ongoing cash contributions be necessary when it ends. The grant award is not a mandated function but provides a benefit to the citizens through the investigation of infectious disease cases and the performance of surveillance activities which will provide insight into best practices in data collection and analysis. The grant award was not competitive. The Department of Public Health’s Indirect Rate for FY23 is 17.24% Indirect costs are estimated at $199,251.11 all of which is recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-23-164-X-00)
