87. FEDERAL MEMORANDUM OF AGREEMENT WITH CDC FOUNDATION FOR NEGOTIATED INDIRECT COST RATE AGREEMENT (NICRA) STAFF POSITIONS Approve a Federal Memorandum of Agreement (MOA) between the CDC Foundation and Maricopa County by and through its Department of Public Health (MCDPH), Division of Epidemiology and Informatics for negotiated indirect cost rate agreement (NICRA) staff positions. The term of the Agreement shall be July 01, 2023 through June 30, 2024, with a not-to-exceed amount of $188,755.59. The CDC Foundation will be responsible for providing the following direct positions: Federal Budget Analyst, Federal Grants Manager, HR Generalist, Program Manager, Senior Program Manager, Emergency Response Senior Portfolio Manager and Epidemiologist(s). This Federal Memorandum of Agreement is the result of a Competition Impracticable Procurement because MCDPH has not been successful in recruiting or hiring the stated positions to full capacity since the beginning of the pandemic (either hiring as a county employee or through traditional staff agency contracts). The CDC Foundation is the only known and trusted organization to successfully recruit and hire approximately 2,500 public health workers to bridge gaps in the public health workforce across the country. The Competition Impracticable Procurement is in accordance with Maricopa County Procurement Code MC-351 “Competition Impracticable” exceeding the $100,000 threshold. The legal advertising requirement was met with an ad in the newspaper for two (2) consecutive weeks beginning on May 04, 2023. (C-86-23-165-X-00)
