79. MOU WITH 3PC PEORIA PRIMARY PREVENTION FOR THE EDUCATION AND PREVENTION OF YOUTH TOBACCO USE AND VAPING Approve a non-financial Memorandum of Understanding (MOU) between 3PC Peoria Prevention (3PC) and Maricopa County by and through its Department of Public Health (MCDPH), Office of Tobacco Prevention and Cessation for the education and prevention of youth tobacco use and vaping. The MOU’s effective date shall be retroactive to July 01, 2023, and will continue through June 30, 2025. 3PC will assist MCDPH in achieving the organization’s mission to increase the quality of life for residents of Maricopa County by collaborating with the community to develop and implement strategies, programs and services addressing the emerging and changing needs of public health. Specifically, E-cigarette use among youth In the United States (U.S), which remains a top health concern. According to the Centers for Disease Control and Prevention (CDC), E-cigarettes entered the U.S. marketplace around 2007, and since 2014, have been the most used tobacco product amongst U.S. youth. As such, 3PC will recommend evidence-based curriculums, administer pre and post surveys to youth in schools, and provide cessation referral resources for the Arizona Smoker’s Helpline (ASHLine). Either Party may terminate this MOU, in whole or in part at any time before the Term expiration by giving thirty (30) days written notice to the other party.
