47. CONTRACT WITH SOLARI INC. Approve contract PH RFP 240142 for a telephony-based call center between Maricopa County by and through the Department of Public Health and Solari, Inc. The RFP was issued on February 21, 2024, and this contract will be for an initial term of fourteen (14) months beginning May 1, 2024, thru June 30, 2025, with four (4) one (1) year options for renewal. Total expenditures under this Contract are anticipated to be $2,928,533 for the initial fourteen (14) month term. Funding for this contract will be through COVID-19 ELC Funding for Disease Mitigation and Community Outreach which is currently set to expire July 31, 2026. Should funding expire and alternate funding not be available, Section 4.0 of the Contract, Availability of Funds, will apply, allowing for a change or termination of the contract. (C-86-24-172-X-00)

AMENDMENT TO CONTRACT WITH SOLARI INC FOR TELEPHONY-BASED CALL CENTER Approve Contract Amendment 4 to contract PH RFP 240142 between Maricopa County by and through the Department of Public Health and Solari, Inc. Pricing for Project 1 shall be increased by $1,240,000 making the new not to exceed $4,658,033. Pricing for Project 2 shall be increased by $130,000 making the new not to exceed $440,485. The grand total of the not to exceed shall be updated to $5,098,518. All other terms and conditions of the original contract remain in full force and effect. This contract serves to establish staff and operate a telephony-based call center providing both a Bilingual Helpline and a Community Services Heat Helpline while also providing connection, transportation, and increased access to services for those adversely affected by seasonal extreme heat. AMENDMENT TO CONTRACT WITH TELEPHONY-BASED CALL CENTER Approve Contract Amendment No. 5 to contract PH RFP 240142 between Maricopa County by and through the Department of Public Health on behalf of the Maricopa County Sheriff’s Office (MCSO) and Solari, Inc. The contract term shall be extended through March 31, 2027. A new deliverable, known as Project 3 Behavioral Health Call Diversion for MCSO, has been added as Exhibit B-1. The total budget for this new deliverable is $75,000 making the grand total not-to-exceed $5,173,518. The contract term for Project 3 shall be April 1, 2026 – March 31, 2027, billed monthly at the rate of $6,250. All oversight and deliverables for Project 3 shall be managed by the MCSO. All other terms and conditions of the original contract and amendments shall remain in full force and effect. The addition of Project 3 is to maximize the collaboration between Solari, Inc. and the Sheriff’s Department. Solari Inc. will work to increase the number of diverted calls by co-locating staff in the 911 center to help increase the types of calls sent to Solari Inc. (C-86-24-172-X-04)
