97. MOU WITH ARIZONA DEPARTMENT OF CORRECTIONS Approve a Memorandum of Understanding (MOU) between Arizona Department of Corrections and Maricopa County by and through its Department of Public Health (MCDPH) South Phoenix Health Start (SPHS) program to support healthy parenting services for incarcerated patients. The MOU becomes effective on the date of the last signature and shall remain in effect for a term of one year. By mutual written agreement, this Agreement may be extended by four (4) supplemental periods of up to 12 months each for a total contract term of 60 months. The agreement establishes that SPHS case managers will complete one-on-one in-person and video visits with in-custody patients to assess needs, provide education, and develop a plan for labor support and doula services. Case managers will meet with patients to provide pre-labor and post-partum health education. When patient goes into labor, arrangements for a SPHS doula will be made to provide support during birthing process. SPHS case managers will continue to provide services for incarcerated patients post-delivery and post-release. Either Party may terminate this MOU, in whole or in part at any time before the Term expiration by giving thirty (30) days written notice to the other party. 84. AMENDMENT TO MOU WITH DEPARTMENT OF CORRECTIONS Approve an amended Memorandum of Understanding (MOU) between Arizona Department of Corrections and Maricopa County by and through its Department of Public Health (MCDPH) South Phoenix Health Start (SPHS) program to support healthy parenting services for detained patients. This amendment was received on September 4, 2026. Memorandum of Understanding No. 25-046-30 amended as follows: 1. In accordance with Special Terms and Conditions, Paragraph 2, Agreement Extension, MOU 25-046-30 is extended for an additional twelve (12) months to September 2, 2027. 2. In accordance with Special Terms and Conditions, Paragraph 4, Amendments, Sub-paragraph 4.1, the Special Terms and Conditions are being amended to add Paragraph 29: 29. Prohibited Products (Only applicable if entering a facility): Effective July 1st, the following products are prohibited from being brought into ADCRR prison complexes: paper products, pens, vaping products, and aerosols. 29.1 All ADCRR prison complexes and contracted private facilities shall implement enhanced restrictions on the introduction of these items into secure areas. This directive is being issued to reduce the risk of contraband introduction, including narcotics and other prohibited substances. Compliance with this directive is required, and implementation shall not be modified or altered. 29.2 This directive shall be implemented consistent with Department Order 513, Employee Property; Department Order 708, Searches; Department Order 911, Inmate Visitation; and all applicable post orders and local operating procedures. All other terms and conditions of this Agreement shall remain in full force and effect. (C-86-26-011-X-01)
