37. ACCEPT FUNDS AND APPROVE CONTRACT WITH STATE OF BLACK ARIZONA TO PROVIDE DOULA SERVICES Accept funds and approve a Contract between State of Black Arizona (SBA) (Contracting Entity), and Maricopa County, by and through its Department of Public Health (MCDPH) (Contractor) to provide funding for Doula Services. SBA is providing funding for MCDPH to mentor and train 20 community doulas to be certified and licensed. The not-to-exceed amount is $144,000 for the budget period February 15, 2026, through January 14, 2027. The contract term is February 15, 2026, through January 14, 2027. This is the first time funding has been contracted to MCDPH for these services, and it is unknown if the funding will be provided again. It is non-competitive and there is no cash or in-kind match requirement, nor are on-going contributions required. This is not a mandated service but provides a valuable benefit to the citizens of Maricopa County through providing essential Doula Services. This contract award deviates from County Policy A2505 and does not allow for indirect cost reimbursement. The Department of Health’s indirect rate for FY26 is 16.69%. Total indirect expenses are estimated to be $24,033.60, all of which are not recoverable and will be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall budget will be adjusted as necessary to accommodate this award through future reconciliation. Funding for this Agreement is provided through pass-through funds awarded to SBA.
