61. CONTRACT FOR SCHOOL-BASED MENTAL TELEHEALTH SERVICES Approve a contract pursuant to PH RFP 260068 between Maricopa County, by and through the Department of Public Health (MCDPH), and Cartwheel Health Services P.C. The term of this contract is 04/01/2026 through 03/31/2027 with two (2) one (1) year renewal options. The total budget for the first year is $568,409 and Contractor has agreed to provide $400,000 of in-kind services consisting of confidential therapy and care coordination for school-based staff ($250,000 value) and expert-led professional learning workshops for educators and families ($150,000 value) during the year. The purpose of this contract is to launch a regional telehealth initiative focused on improving youth mental health in schools with the aim of reaching 50,000 students per year. Cartwheel Health Services P.C. will deliver short-term virtual therapy sessions to students and provide referral pathways for longer-term treatment. These services shall be made available during and outside of school hours to connect with a licensed provider from school or home. Contractor shall be responsible for recruiting schools, delivering services, and tracking program impact. While this funding is dedicated to students in Maricopa County, the contract will be structured to allow other government agencies across Arizona to contribute funds and expand the service in their own regions.
