88. IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR PUBLIC HEALTH EMERGENCY PREPAREDNESS PROGRAM Approve the Intergovernmental Agreement (IGA) CTR081709 between Arizona Department of Health Services (ADHS) and Maricopa County, by and through its Department of Public Health (MCDPH), for the Public Health Emergency Preparedness (PHEP) Program. This Agreement is designed to increase participation in the ongoing development of the state and county health preparedness infrastructure. The total not-to-exceed amount is $3,174,569.00 for the budget period July 01, 2026, through June 30, 2027. The term of the contract is July 01, 2026, through June 30, 2031. The funding of $3,174,569.00 breaks down into the following categories; 1. A not-to-exceed amount of $1,233,476.00 for the Maricopa City Readiness Initiative (CRI) Program 2. A not-to-exceed amount of $1,941,093.00 for the Maricopa PHEP Program MCDPH’s Indirect Rate for FY27 is 20.24%. The indirect costs are estimated at $534,375.22 and are fully recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year, and the future indirect rates will be collected at the corresponding rates. This award is reoccurring and has been awarded to the department in previous years. The CRI program is not a mandated function; however, the PHEP Program is a mandated function and provides a benefit to the citizens by strengthening the readiness of the community to prepare for, respond to, and recover from a public health emergency and/or disaster. The grant award is non-competitive and a 10% in-kind or soft match is required. Maricopa County accomplishes this through the use of general funded employees, professional and outside service contracts, epidemiological data software and warehouse space. Should the grant cease, ongoing cash contributions would be required for the PHEP component. If the CRI Component were to cease, ongoing cash contributions would not be required. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS. (C-86-27-017-X-00)
