45. GRANT FUNDS FROM THE FOOD AND DRUG ADMINISTRATION FOR PACIFIC REGION RETAIL FOOD PROGRAM Approve and accept a cooperative agreement between the Food and Drug Administration (FDA) and Maricopa County Environmental Services Department, in an amount not-to-exceed $3,000. This cooperative agreement is funded by a grant from the FDA (award number G-T-1510-03057). The purpose of this cooperative agreement is to receive training on the newest science available, necessary for the Environmental Services internal training program. The FDA Pacific Region Retail Food Seminar provides annual training for FDA Standards that includes changes to the FDA Model Food Code (which Maricopa County has adopted), the standardization field guide and FDA Program Standards. The training objective is to stay current with updates to the FDA code, maintain standardization and network with other agencies and industries. The cooperative agreement is effective from December 1, 2015 until September 30, 2016. The Maricopa County Department of Finance has calculated the Environmental Services Departments composite indirect cost rate as 7.6%. The recoverable indirect cost of administering this grant is $211.90. Departmental indirect rates are re-established at the beginning of each fiscal year and future indirect costs will be collected at the corresponding rates. Upon receipt of funds and pursuant to A.R.S. 42-17106(B), approve revenue and expenditure authority appropriation adjustments to the Environmental Services Department (880) Environmental Services Grants Fund (505) Operating (0000) budget associated with this agreement in an amount not to exceed $3000 for FY2016. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds are not prohibited by the budget law. This budget adjustment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S 42-17105. (C-88-16-007-G-00)
