43. GRANT FUNDS FROM U.S. FOOD AND DRUG ADMINISTRATION FOR FDA PACIFIC REGION RETAIL FOOD TRAINING Approve the agreement and acceptance of grant funds from U.S. Food And Drug Administration, Grant No. G-T-1710-05803, in the not-to-exceed amount of $3,000. These grant funds are for education sponsored by the FDA to obtain knowledge on current environmental health topics and techniques. Authorize the Chairman to sign all documents related to these grant funds, as applicable. The grant allows a 0% rate for indirect costs, or $642 which may be incurred by the Environmental Services Department or Maricopa County for the administration of this grant. The Maricopa County Department of Finance has calculated the Environmental Services Department's composite indirect cost rate at 21.4%, or $642. The recoverable indirect cost of administering this grant is $0; the non-recoverable indirect cost is $642. The grant award is reoccurring and has been awarded to the department for the past three years. The cash or in-kind match is not applicable. Total Indirect not recoverable cost is $642. Future ongoing cash contributions are not required after the grant period. The grant award is not a mandated function but provides a benefit to the citizens by providing education and training on current environmental health topics and techniques. The grant award is competitively bid and other eligible agencies may or may not bid on this grant award. If awarded, the department will absorb the costs of the grant award totaling $642. Also, approve revenue and expenditure appropriation adjustments to the Environmental Services Department (D880) Env Svcs Grant (505) associated with the grant in the amount of $3,000 for FY 2019. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-88-19-004-M-00)
