53. AMENDMENT TO IGA WITH THE UNIVERSITY OF ARIZONA TO PERFORM RESEARCH ORIENTED TRAFFIC AND ITS DEVELOPMENT STUDIES Approve the Second Amendment to the Intergovernmental Agreement (IGA) between Maricopa County Department of Transportation (County or MCDOT) and the University of Arizona (U of A) to perform research oriented traffic & ITS development studies. The estimated cost will remain at $50,000 per fiscal year, plus be extended another five years for various non-federal, project/research studies requested by MCDOT, for which funds are already programmed in the MCDOT Operating Fund (232). Additionally, the agreement will also be modified to include the Commercial Vehicle Information Systems and Network (CVISN) Work Zone Notification project. The CVISN project expenditures will total $337,298 from FY2017 – FY2019 and originally be from the Federal Motor Carrier Safety Administration, with the Arizona Department of Transportation (ADOT) as the recipient and the County as a sub recipient. The grant award was not received in time to include in the MCDOT FY2017 budget. Approve a revenue and expenditure budget increase to the FY 2017 Transportation Department (D640) Transportation Grants (223) MAG ALCP Projects (ALCP) in the amount of $76,054. MCDOT will act as lead agency for various research assignments requested of U of A each fiscal year. MCDOT shall determine the appropriateness of U of A staff selected for such research and studies. This IGA was executed October 15, 2008 (C-91-09-052-M-00), amended June 20, 2012, and will provide a strong collaboration base for ADOT, as the lead of the CVISN project. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this requested action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. Section 42-17105. Supervisory Districts No. 1, 2, 3, 4 and 5 (C-91-09-052-M-02)
